Digital Transformation of Work Organization in the Agricultural Sector of Ukraine in the Context of War: Challenges, Opportunities, and Strategic Guidelines

Abstract

In the conditions of the full-scale war ongoing in Ukraine, labor organization in the agricultural sector undergoes transformational changes under the influence of numerous challenges — reduction of labor resources, infrastructure destruction, mine danger, logistical barriers, and lack of investment. These circumstances actualize the necessity of implementing digital solutions for increasing labor efficiency, preserving production processes, and minimizing human losses. The article's goal is to analyze the current state of labor organization in Ukraine's agricultural sector in the context of digitalization and military threats, as well as to develop strategic directions for increasing its efficiency in the medium-term perspective. The article investigates the dynamics of key indicators of labor organization in agriculture, forestry, and fishing throughout 2018–2023. An assessment of employment reduction, changes in labor productivity, transformation of the wage fund, and investment activity of enterprises has been carried out. A SWOT-analysis was conducted and a TOWS-matrix was built, which allow determining the potential of digital technologies in overcoming systemic limitations and forming an adaptive model of labor organization. Special attention is paid to regional disparities in access to digital infrastructure, human capital losses, and opportunities for recovery through state and international support. As a result of the research, it has been established that the growth of labor productivity in the agricultural sector in conditions of reduction in the number of workers is caused by the forced intensification of production processes, automation of individual operations, and partial reorientation of agribusiness to digital solutions — primarily in relatively safe regions. The full-scale war has become a catalyst for deep changes in labor organization, while simultaneously causing numerous barriers: mass migration and mobilization of workers, loss of qualified personnel, uneven access to digital infrastructure, increased risks to workers' lives in the combat zone, and critical wear and tear of the technical base.
